Road Rally Rules Changes

I don't remember a talk on a cap on the number of riders on a team in the fall. Must have only been talked about in the spring meeting, if only I could read a calender correctly...
I don't like rules that restrict anyone from wanting to ride a rally, wouldn't more team members make it more difficult?

I only rode once in a "team" for our first rally, if this was a rule back then not sure what we would have done.
I'm not a fan of this rule and I know we didn't talk much about it in the fall meeting (at least during the official meeting)
doesn't really apply to me since my old teammate is too busy to rally right now anyways I guess

*Edit: just making sure no one reads this as me being super pissed, I only get that way at work or towards my printer, or in CA on day 7 of the ibr.
