Yes, for your example each state counts as a point.
As long as the signs are differentiated in each state, then the road in each state can count as one point.
Mississippi River Road that you point out is a great example.
In Minnesota the signs say "Great River Road Minnesota, in Iowa: "Great River Road Iowa", etc.

Question on this - If there's no state name in it (such as the Blue Ridge Parkway, that runs through NC and VA) but you can prove an intersection in both states, is it two points or just one?

I have this crazy idea of running the entire BRP in a single day, from South to North. It's possible, but going to be a haul. A little under 500 miles with a 45 mph speed limit, and way too many tourists. It will have to be a weekday to avoid the traffic.

Would only count it as one point if the sign/name stays the same.

That sounds like a great ride!
