Willie - yes, they can count as a sign for a town. You need to be careful when using alternate signs.
Chuck's example in post 3 is a good one. If you look at the picture it says "United States Post Office, Saint Paul Minnesota, North Saint Paul Branch". It clearly states it is in the city of Saint Paul. Therefore it does not count. Lee B. S.E.
