Unless advised otherwise by the RM, the approach I am taking is that any facility that is licensed by the relevant Govt authority to sell alcoholic beverages for consumption on-site to the general public is a "bar or tavern".

If special membership is required to enter the facility, then it is a "club" and is excluded.

Yet, in our area some of the American Legion Posts are "open to the public," so they are selling to members and non-members. Always a exception and gray area it seems.
