Nothing in the rules indicates the place must serve alcohol.

Taken right from the opening section:

find an old bar, restaurant, tavern, diner, café, food truck, hotdog stand, or eatery showing obvious and advanced signs of age, disorder, neglect, and in stages of advanced disrepair

Later comments in the rules indicate they will consider it as "old" providing it's not still under construction. Lots of leeway here as I read it. I've just been looking for the oldest spot in town or as close as I can get to the oldest. Not all of them offer alcohol.
