Streets and Trips problem

I have a Windows 8 laptop, and Streets and Trips 13. I can't seem to get it installed. I get this "A licensing initialization error has occurred. Please contact customer support for more assistance. Error 0xC004D301" I've tried searching the microsoft website, but nothing has worked yet. And I have sent 4 emails, called three times. Microsoft must hate me because they won't answer, or they send me around and around and around on the phone. Anyone here able to help?

...So it turns out that for Surface, forum member taoyue is correct! In addition to the 32-bit C++ Redistributable, you need to turn on .NET 3.5 in Programs and Features:

Desktop > Control Panel > Programs & Features > Turn on Windows Features > (Check the box for .NET 3.5; note that you must be connected to the Internet)

Once done, S&T 2013 installed and will run.

When you get done you will find it will not export to GPX so you can not load in your Garmin. I have not found a work around for that.

By the way Rich Mapsource is obsolete also.

The .NET 3.5 folder was active, but the items in the subfolder were not.
